CoSolutions EIS Joint Venture (CEJV): EIS received approval in September 2009 by the SBA for acceptance into its 8(a) Mentor-Protégé Program. EIS’ SBA approved 8(a) Protégé is CoSolutions, Inc of Sterling VA. Together, EIS and CoSolutions formed a Joint venture (CoSolutions EIS JV, or CEJV). CEJV is approved under the SBA 8(a) Mentor-Protégé Program to provide the Federal Government with a broad range of high quality information technology, program management and administrative support services. CEJV was awarded a GSA STARS II contract.
CEJV is a Small, SDB, and 8(a) business entity under the GSA 8(a) STARS II contract and the contracting agency will receive full SDB and 8(a) credit for all awarded task orders.
Program Description:
8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. With a $10 billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.
Two Constellations Based On Industry Accreditation
8(a) STARS II industry partners are classified in two Constellations. Industry partners in both Constellations have competitive pricing and technical proficiency. Constellation II also includes industry partners with an additional industry credential, such as Capability Maturity Model Integration (CMMI) or ISO 9001 (quality management system).
CEJV member EIS holds ISO 9001:2008, ISO 20000:2005, and CMMI Level 2 certifications supporting CEJV’s award to support both Constellations.

Directed Task Orders Up To $4 Million Each
8(a) STARS II allows sole-source task order awards for orders under $4 million, including options. Orders more than $4 million must be competed among the industry partners in your chosen constellation and functional area.
Sole Source, directed task orders up to $4 million each for Department of Defense activities are compliant with Section 803 of the 2002 National Defense Authorization Act.
Competitive Solicitations and Awards can be conducted for orders greater than the $4 million threshold.
Low 0.75% Contract Access Fee
GSA STARS II has the same low contract access fee as GSA Schedules. The contract access fee of 0.75% is built into CEJV’s labor rates. CEJV pays this fee directly to GSA. There is no fee for Client Agencies utilizing the STARS II contract.
